- socially integrated members of society with equal rights, as well as provided with state-guaranteed civil rights to the material, medical, social, and legal support; 

- guaranteed free social housing for each person with disabilities (flat) in urban areas; 

- alternative rural village for a special segment of the beneficiaries;

- appropriate infrastructure covering PwID needs, including social rehabilitation centers  and employment centers in each district.


 - existing infrastructure to support families of people with disabilities (psychological, material, social, legal support).

- The existing legal framework based on legislation regarding the provision of the necessary state support (covering essential expenses), tolerance, support and non-discrimination.
